Proposed Motion

That the Area Structure Plan Prioritization Project Presentation be received for information, as presented.

 

Body

Administration Recommendation

Administration supports the proposed motion as presented.

 

Purpose

To provide a general update on the ASP Prioritization Project and an overview of the proposed project approach.

 

Summary

The ASP Prioritization Project is the next step in the County's strategic approach for supporting economic growth and adaptability. The Project will achieve a baseline assessment of the County's ASPs and will create predictability for Council and Administration when executing ASP updates over the next five (5) years.

 

Project deliverables include:

1. Information gathering through a Jurisdictional Scan and Gap Analysis;

2. Creation of an Evaluation Framework;

3. Internal engagement with other departments; and

4. Implementing the Evaluation Framework and recommending which ASPs and / or other planning documents to:

                     a. Update;

                     b. Rescind; or

                     c. Newly create.

 

Routine touch points with Council are integrated into the Project's schedule, including:

1. Fall 2025 or Winter 2026: GPC presentation to share findings.

2. Spring 2026: Council presentation (or multiple presentations if needed) to request a decision to go forward with the first set of Evaluation Framework recommendations.

 

The scheduled Project end date in Spring 2026 aligns with the expected completion of the new County Strategic Plan.

 

Strategic Plan/Policy/Legal/Staff Implications:

The proposed motion is consistent with the goals of the Parkland County Strategic Plan 2022-2025.
