Purpose
Revised Policy C-AD21 - Council Code of Conduct, is presented to Council for approval.
Summary
The Code of Conduct Policy C-AD21 was last reviewed in November 2006. In its recent review, administration has considered comments and suggestions from facilitator Bill Sutherland who met with Council at their Strategic Planning Workshop held in February 2012.
Policy C-AD21 has been revised to provide clarification and to incorporate suggestions that were discussed at the Council Strategic Planning Workshop. Considering comments from the facilitator, the matters of accountability and relationship of Council and Administration have been addressed in the policy (reference Item 5.c re accountability, and Item 1.i re relationship of Council and Administration). Council was also encouraged to review their code of conduct principles, on an annual basis, as part of the annual Organizational Meeting. Accordingly, Item 5.b has been included to ensure that members of Council review and sign the document on an annual basis.
References to "Appointed Member" were removed from Item 2 because it is understood that Council members must adhere to the requirements of this policy when they serve as appointed committee/board members. Council's respect of Administration is added as Item 3. The matter of Administration's respect for Council was referred to Human Resources to be incorporated in their review of Employee Code of Conduct Policy A-HR03.
The revised policy was reviewed by the Governance and Priorities Committee at their meeting on October 2, 2012, and referred to Council for approval.
