That the purchase of the spectrum analyzer in the amount of up to $27,000.00 from 2013 MSI Operating funding be approved, as presented.

Administration Recommendation
Administration supports the the purchase of the spectrum analyzer. This is a cost-effective tool for network planning to complete the Parkland rural communications tower network. The spectrum analyzer will help troubleshoot interference issues for residents and businesses for infill tower locations, identify interference issues, and help deal with frequency exhaustion problems in higher density areas.
Purpose
This equipment is necessary to complete the network planning and implementation for the County's rural communications network.
Summary
Obtaining a the spectrum analyzer provides the County with a tool and the capacity to:
1) Measure the coverage & capacity for broadband, mobility & public safety on a per township basis. It will be used to do network analysis in the more complex and heavily populated NE & SE areas of the County and to identify appropriate sites for Tier 3 towers. The information can also be shared with service providers to assist them in deciding to collocate on County towers;
2) Frequency planning to help determine solutions for frequency exhaustion issues in the NE & SE areas of the County;
3) Identify and mediate interference issues among WISPs;
4) Frequency verification to confirm if our tower tenants are using the frequencies / channels as specified in their collocation applications; and,
5) Radio frequency (RF) planning to create RF plans for each tower to reduce future interference where we have multiple tenants on the same tower.
