Purpose
To approve funding for the TransAlta Tri-Leisure Centre Governance Review
 
Summary
In June of 2102 Council voted to approve the terms of reference for the TLC Governance Review.  At the time there was no specific funding allocated for the project.  The CAO's from the three partner municipalities have met and reviewed the proposals that were received.  The CAO's are recommending that Russ Farmer and Associates be retained to complete the Governance Review at a total cost of $24,000.  The CAO's are recommending that the costs be divided equally among the partners, meaning the cost to Parkland County will be $8,000.
 
As with all projects being completed by a consultant, there needs to be a liaison for the project.  A Steering Committee comprised of the three CAO's would be empowered to guide the project to completion.  What this means is that the CAO's will act on behalf of the Owners to ensure that proper processes are followed in engaging both the appropriate municipal representatives as well as ensuring that the Board and Staff of the TLC are sufficiently engaged.
