Proposed Motions

1. That the motion passed by Council on May 28, 2024 that Barb Williams, Manager, Legislative and Legal Services be appointed as Parkland County's Substitute Returning Officer for the 2025 Municipal Election in accordance with the Local Authorities Election Act be rescinded.

2. That Odessa Bartel, Manager of Legislative and Legal Services, be appointed as Parkland County's Substitute Returning Officer for the 2025 Municipal Election in accordance with the Local Authorities Election Act.

Purpose

To appoint Odessa Bartel as substitute returning officer for the purpose of conducting the 2025 Municipal Election.

 

Summary

On May 28, 2024 Council appointed Barb Williams, Manager of Legislative and Legal Services as Parkland County's Substitute Returning Officer for the 2025 Municipal Election.

 

Substitute returning officers must be appointed in accordance with s. 13(2.1) of the Local Authorities Election Act (LAEA). The LAEA does not address situations in which appointed substitutes are no longer able to fulfill their duties. However, since the resolution appointing a substitute returning officer must be passed by June 30 of the year in which the election occurs, Council can pass a new resolution rescinding the previous resolution, dated May 28, 2024, and appoint a new substitute returning officer.
