Purpose
An updated comprehensive Civic Addressing Bylaw is required to provide the legislative authority and procedural framework for an enhanced County-wide addressing program, including street name and civic addressing changes within Acheson.

Summary
Section 58 of the Municipal Government Act states that Council of a municipality may enact a bylaw to name roads and to assign the orderly numbering to buildings or parcels of land. Parkland County deems it necessary to put into effect a civic addressing system which can be utilized by emergency service providers, Canada Post, and for other purposes.

Bylaw No. 2015-30 includes an amendment to Community Standards Bylaw No. 03-2012 to remove Part 12 - Addressing, and Item 12(1) of Schedule B of Bylaw No. 2015-30, which authorizes civic addressing and requires the posting of civic address signs. Neither the Community Standards Bylaw nor any other bylaw currently adopted by the County includes authorization to name or change the name of roadways within the County. Naming of roadways is currently administered under separate Naming of Roads Policy EN 005, which was last reviewed in 2000 and is outdated. Subsequent to the passing of Bylaw No. 2015-30, Policy EN 005 shall require rescinding.

Further, at the July 7, 2015 Governance and Priorities Meeting, the Committee made a motion for Administration to proceed with civic address changes for the Acheson area based on implementation of the adjacent City of Edmonton grid system, rather than the current rural address system.
