Proposed Motion

That revised Staff Training and Development Policy C-HR23 be approved, as presented.

Body

Administration Recommendation

Administration supports the recommendation.

Purpose

To approve Council's revised Staff Training and Development Policy C-HR23.

Summary

The Staff Training and Development Policy C-HR23 was approved by Council on March 22, 2016, however Administration was asked to confirm with legal counsel if the Return-Service Agreement can be enforced. Legal counsel confirmed having an agreement is vital, because the real goal is to be able to withhold payments to the employee if they owe it to the County. To do this, we need a specific agreement from the employee under the Employment Standards Code. Therefore, legal counsel confirmed our agreement is good, as well as, added a couple suggested changes to the Policy. These changes have been included in the revised Staff Training and Development Policy C-HR23.
