Administration Recommendation

Administration supports the proposed motions.

 

Purpose

To present Off-Site Levy Bylaw 2026-23, which would replace the existing Off-Site Levy Bylaw 2015-07.

 

Summary

A review of the existing Off-Site Levy Bylaw 2015-07 was conducted by Administration in 2025. A number of revisions are proposed to better align with legislative requirements and legal definitions, and to clarify existing provisions. Bylaw 2026-23 includes the same land area and types of infrastructure as the previous Bylaw.

Bylaw 2026-23 also includes updated schedules “C” through “G”, which outline the 2026 water, sanitary, road and stormwater projects and estimated costs, and the 2026 off-site levy rates.

 

Strategic Plan/Policy/Legal/Staff Implications:

The off-site levy program aligns with the Parkland County Strategic Plan 2022-2025 and supports the pillars of Complete Communities, Strategic Economic Diversification and Responsible Leadership.
