Administration Recommendation
Administration strongly supports this Bylaw. The Entwistle Area Structure Plan will provide Parkland County and the Entwistle area residents with a document that outlines a very clear direction for balanced and sustainable development of the Hamlet. Bylaw 10-2005 is to be rescinded as a result of incorporating the Entwistle Business Park lands into the proposed Entwistle Area Structure Plan.

Purpose
Council has directed Planning and Development Services to develop an Area Structure Plan (ASP) for the entire Entwistle area.

Summary
At the GPC meeting on March 6, 2012 Administration presented a power point summary and reviewed with GPC the changes made to the draft ASP to reflect stakeholder comments and comments/direction from GPC from previous meetings. Upon conclusion of the review on March 6, 2012, GPC directed Administration research two items:

1. Potential for the acquisition of the SE 17-53-7-W5M from the crown by Parkland County for a future industrial business park.
· Acquisition of the SE-17-53-7-W5M will require a Public Land Sale application, consultation with First Nations, and consultation with the current the lease holder. Land sale to the County would be set at fair market value.

2. Expected completion of the gravel operations on the current business park lands (NE-17-53-7-W5M).
· There is little gravel left for the owner to extract and is not worth the effort for the company to remove. Due to Parkland County’s interest in the lands for road development along the west boundary (Engineering Department initiative), the owner is willing to sell the entire quarter section to the County.
