Proposed Motion
That Council approve revised Insurance Policy C-AD36 (previously referred to as Policy AD-036), as presented.

Body
Administration Recommendation
Administration supports the recommendation.

Purpose
The policy has been updated and revised to:
1. Clarify eligibility criteria for community associations and playschools. References to "non-profit organizations" has been removed because it's too vague, causing misunderstanding by other non-profit groups that do not qualify.
2. Clarify the definition of "Additional Named Insured" (ANI).
3. Identify responsibilities of Parks, Recreation and Culture with regards to liaising with community associations and playschools regarding insurance.
4. Update the Letter of Agreement/Understanding to coincide with insurance requirements.

Summary
The intent of the policy is to offer support to community associations and playschools, not all non-profit organizations within Parkland County. Parks, Recreation and Culture Services is very connected and involved with community associations and playschools, therefore, their assistance with regards to contacting, informing, and managing accounts with regards to insurance (for community associations and playschools) is necessary.
The Letter of Agreement/Understanding was revised to clarify community associations and playschools responsibilities under current insurance coverages. This Letter of Agreement is distributed annually to these groups to ensure the respective Executive members review and understand their responsibilities as ANIs.

The Governance and Priorities Committee reviewed the policy at its December 11, 2012 meeting, with no concerns or changes.

Strategic Plan/Policy/Legal/Staff Implications
Providing ANI status to our community associations and playschools ties in with Council's Strategic Plan for Qualify of Life Goal 1: Parkland County provides assistance to Community Associations.
