Administration recommends the Committee receive this report as information.  Further, the Committee forward this report to Council, directing Administration to implement the recommendations in the budget process in 2013 and future years as applicable.  
 
Purpose
Administration is bringing this report to the Committee for information and to be forwarded to Council.
 
Summary
Council approved the review of Enforcement Services as part of the 2012 Budget process.  Russell Farmer and Associates Consulting Ltd was hired, through the normal RFP process, to conduct the review.  The review was completed in August.  The report identifies areas Enforcement Services is doing well and areas where improvement is suggested.  Administration will draft an implementation plan addressing the recommendations through the County's budget and business plan process.    The majority of the recommendations can be addressed within the exisiting annual operating budgets approved by Council.  Those items which require additional funding would be brought forth for Council's review and discussion as part of the annual budgeting process.
