That Council approve the addition of Bi-weekly Curbside Pick-up of Blue Bag for Entwistle; that the Entwistle Recycle Center be closed; and that the current recycle bins be relocated from Entwistle to the Moon Lake Transfer Station.

After review of six different options with the Waste management Implementation Committee to address ongoing contamination of collection bins at the Entwistle Recycle Centre, this was the option chosen by the Committee.
Purpose
To alleviate the ongoing contamination of collection bins at the Entwistle Recycle Center.
Summary
The Recycle Center has had contamination issues over the past three years with garbage placed in the recycling bins and with garbage being left on site. Staff currently visit the site 2-3 days per week and spend time cleaning up garbage and removing waste from recycle bins.
The site contractor has indicated that contamination of the bins affects their ability to operate and may cause them to discontinue service. Contaminated bins affect a contractor’s bottom line. When contamination occurs, the entire truck load has to be landfilled at an additional cost.
At the December 16, 2014 Waste Management Implementation Committee meeting six options were presented as shown on Attachment 1. Option 1 was chosen: Bi-weekly Curbside Pick-up of Blue Bag, relocation of current recycle bins from Entwistle to the Moon Lake Transfer Station and closure of the Entwistle Recycle Center be brought to Council for approval.
This option increases the service level to Entwistle residents by providing blue bag pick up to each home and reduces the overall cost of providing recycling service to the area by $22,000 on a yearly basis.
