Administration recommends Governance and Priorities Committee direct Administration to present to Council Animal Control Bylaw 02-2012 on May 28, 2013.  Upon this bylaw being passed, Animal Control Bylaws No. 28-2009 and 27-2012 will be rescinded.
 
Purpose
Animal Control Bylaw No. 02-2012 provides regulation and control of household pets, animals and birds.  
 
Summary
Animal Control Bylaw 02-2012 was presented to Governance and Priorities Committee on March 13, 2012, complete with the Public Consultation Plan.  There was only one proposed change:
 
Section 4(1)(b) Ensure the dog does not enter into or remain in or one a school yard or cemetery within the county. (Remove this section as the dog at large section deals with this)
 
Animal Control Bylaw 02-2012 was presented to Council June 26, 2012, at which time Council raised a number of questions about the number of dogs on property less than 2 acres, excessive barking, mandatory liability insurance, and exempt the agriculture community from the dog license fee.  
 
The attached Administrative Report provides information regarding these questions.  Administrative feels the proposed Animal Control Bylaw 02-2012 meets the needs of Parkland County and is necessary to control and regulate household pets, animal and birds.
