Title

Parks, Recreation and Culture Policies - Repeal

Proposed Motion

That Policy RP 008 - County Use of Community Halls and Policy RP 009 - Contributions to Operational Costs of Public Libraries, be rescinded.

Body

Administration Recommendation

Administration supports the motions as presented.

Purpose

To repeal Policy RP 008 - County use of Community Halls and RP 009 Contributions to Operational Costs of Public Libraries.

Summary

Policy RP 008

In 2012, RP 008 - County Use of Community Halls was converted to Administrative Directive and Procedures; however, it was recently discovered that the Policy was not rescinded at that time.  Community Associations provide a minimum of two free rentals to Parkland County on an annual basis as a condition of their grant funding.  The practice of booking Community Halls for County use is strictly administrative in nature and does not require a Council Policy. Therefore it is recommended that the Policy be rescinded.

Policy RP 009

Upon a complete review of Parkland County's Municipal Library Board Bylaw No. 2014-08, it was determined that the items outlined in Policy RP 009 - Contributions to Operational Costs of Public Libraries were already included in the bylaw and as such were redundant.  It is therefore being recommended that this Policy be rescinded.
