That Council authorize Administration to renew the amending agreement with TELUS as per the attached agreement.

Administration Recommendation
ECC's agreement with TELUS COMMUNICATIONS COMPANY for the lease of tower site (NW 18-53-3-W5M) expired December 31, 2011. Administration supports the 4 year renewal License Agreement as the ECC consistently accesses the tower site for radio communications throughout the west Parkland area.
Purpose
All agreements greater than one year require Council approval.
Summary
The ECC and TELUS entered into the original agreement in 2002 for the provision of tower space to accommodate the ECC's channel 2 radio requirements. The leased tower site provides radio coverage for Parkland's Fire Services, Peace Officers and Animal Control for the areas in and around Wabamum. However, as a result of the County's recent tower infrastructure the ECC intends on relocating the existing radio equipment from the TELUS tower to a nearby County owned tower in order to eliminate the annual leasing fees incurred by TELUS of ($4,771.51).
It is anticipated that the radio equipment re-location will take place within one year. However, the process is dependent upon budget approval, determining the correct tower location, scheduling an authorized TELUS vendor to conduct the move and appropriate weather conditions. TELUS believes the 4 year agreement is in the best option for both Parkland and TELUS as per the original agreement states (Either party may terminate this Agreement prior to the expiration date by giving ten (10) days notice to the other party). TELUS recommends the 4 year term in order to avoid any potential delays regarding the tower move which would result in a monthly penalty fee until Parkland re-located. (Penalty fee $600 / month).
