Administration Recommendation
Administration supports the proposed motion.  All three motions are recommended at this time so tax notices can be mailed before the end of May.
Purpose
Pursuant to Part 10 Division 5 of the Municipal Government Act (MGA), special tax bylaws must be passed by Council annually.  This Bylaw authorizes a special tax for debenture payments applicable to water and sewer services which were assumed when then former village of Entwistle was dissolved.  
 
Summary
As a result of the Province of Alberta Order in Council, the Village of Entwistle was dissolved into Parkland County effective January 1, 2001.  The Order provided for Entwistle ratepayers to pay for the debenture payments on the Entwistle debentures assumed by Parkland County.  The impact of the debenture payments applicable to the water and sewer services which were assumed when the former Village of Entwistle was dissolved amounts to $4,483.22 for 2013.  The balance remaining on this debenture as of December 31, 2012 is $4,483.22 and the final debenture payment was paid on February 15, 2013.
