Wastewater Disposal Rate Adjustment for Overstrength Wastewater Disposed  at Parkland County Wastewater Transfer Stations

 

Recommendation

That Council approve revised Rates and Charges Schedule to Bylaw No. 1-2003, indicating a rate of $4.06 per cubic metre commencing on April 1, 2012 and $5.08 per cubic metre commencing on September 1, 2012 for wastewater disposal at Villeneuve and Golf Course Road Wastewater Transfer Stations.

Purpose

 

To offset increased charges to Parkland County from the Alberta Capital Region Wastewater Commission (ACRWC) for overstrength wastewater treatment

 

Summary

 

As of January 1, 2012 the Alberta Capital Region Wastewater Commission (ACRWC) implemented load based (overstrength) charges on hauled wastewater.  These charges now reflect the actual cost of treating overstrength wastewater whereas in the past this extra cost was subsidized by the regional customer base.

 

The current rate approved by Council is $3.25/m3 for wastewater disposal at the transfer stations. The ACRWC has increased their rate effective January 1, 2012.  The additional charges set by the ACRWC for the overstrength wastewater have been determined by analyzing samples taken over several months at both transfer stations.  In order to offset the additional cost our disposal the rates have to be adjusted.

 

Administrative Position

 

Administration recommends the increase be phased in two steps.  First increase at the beginning of April and the second at the beginning of September.

 

Strategic Plan/Policy/Legal/Staff Implications

Environment - Goals 1.1 & 1.2.  Overstrength charges can be related to the Environmental Goal in the Strategic Plan of reducing waste and protecting water.

 

Financial Impact:

Expense: The monthly surcharge payable to the ACRWC is $15,668.00

Revenue:  Utility disposal fees
