That Council direct administration to join the FCM-ICLEI Partners for Climate Protection Program

Administration Recommendation(s)

Administration recommends (as a result of a recommendation from Parkland County's Environmental Advisory Committee) that Parkland County join the FCM-ICLEI Partners for Climate Protection Program. By doing so, Parkland County will be the latest of over 900 municipalities worldwide to commit to establishing a green house gas emission reduction goal and action plan through the PCP program.

Purpose

By joining the program, Parkland County will gain access to the following: an established and refined green house gas planning framework that has evolved over the last 15+ years of the PCP program, an extensive set of tried and tested Best Management Practices (BMPs) for achieving green house gas emission reductions, and the ability to apply for funding for completing the 5 step framework.  

Summary

The Partners for Climate Protection Program is the Canadian version of the International Cities for Climate Protection Program, a program which arose in the mid 1990's as it became clear that the world's national governments were not going to be able to coordinate strong action on climate change. The PCP program focuses on reducing green house gas emissions at the municipal level, and now has over 900 member municipalities from around the world. The Partners for Protection Program is a 5 step process for reducing the amount of green house gases a community emits into the atmosphere. The program involves: 1. establishing a green house gas emissions baseline, 2. Setting a green house gas emissions reduction goal, 3. establishing a green house gas emissions reduction action plan, 4. implementing the action plan, 5. monitoring and reporting progress.
