Title
Specialized Transportation Grants for Seniors and Disabled Persons
Proposed Motion
That the 2012 Specialized Transportation Grant allocations identified in Attachment 1, as per Policy AD-038, be approved.
Body
Administration Recommendation
Administration feels that the recommended grant allocations presented in Attachment 1 from Parkland County are reasonable and fair.
Purpose
For many years Parkland County has provided funding to non-profit groups for transportation of seniors and disabled persons by annually allocating a portion of unconditional provincial grant money. In or around 1991, unconditional provincial grants were discontinued by the Province, however, the County has continued to provide this assistance by allocating funds as per the Seniors and Disabled Persons Specialized Transportation Grants Policy AD-038.
Summary
Applications include an overview of the number of people that the organization services, particularly County seniors and disabled residents, and a financial statement and/or budget that indicates revenues and expenditures. All groups depend on various sources of revenue such as grants, fund raising, donations, and membership and user fees, to help support their programs.
Applicants also vary greatly in size, diversity, budget, and sources of income, making it difficult to establish a formula to calculate equitable amounts to be given. Considering the many variables involved in these applications, administration makes its recommendations based on an overview, with special attention given to the number of County residents served, and other sources of revenue.
