That revised Snow and Ice Control  Policy C-PW18 be approved, as presented.

Administration supports the proposed motion.  Administration supports revised Snow Removal Policy C-PW18 that is now renamed to be Snow and Ice Control Policy C-PW18.

Maintain the current Snow Removal Policy C-PW18.

 

Purpose

Policy C-PW18 is a policy to establish standards for snow removal and ice control on roads under the direct control of Parkland County.  Proposed revised Policy C-PW18 was presented to Council for approval on January 10, 2023, and was tabled to the January 24, 2023 Council meeting.

 

Summary

At the January 10, 2023 Council meeting, administration presented revised Policy C-PW18 for review and approval.  Council identified an area for clarification in the policy under Section 9 regarding plow windrows.  Policy C-PW18 was tabled at the January 10, 2023 Council meeting to allow administration to further review and provide clarification in the Policy should windrows be left on private access roads.

Prior to the January 10, 2023 Council meeting, members of Council at a Governance and Priorities Committee on November 15, 2022 reviewed Policy C-PW18 and received it for information, as presented. 

Snow Removal Policy C-PW18 was approved in 2013.  It is prudent that this policy be reviewed on an ongoing basis.  The Snow and Ice Control policy outlines Parkland County responsibilities for maintenance of roads under the municipalities direct control and establishes a schedule and priority system to direct the maintenance.
