Recommendation
That Parkland County Council supports the efforts of the Alberta Capital Region Wastewater Commission to solicit grant funding from other orders of government as a separate entity provided they do not negatively affect their member municipalities' access to grants or funding allocations.

Purpose
To provide a response to the Alberta Capital Region Wastewater Commission's revised request for Council's support on soliciting grant funding from other orders of government as a separate entity.  
 
Summary
On January 20, 2012 the Board of Directors for the Alberta Capital Region Wastewater Commission (ACRWC) passed a motion asking its member municipalities to support their efforts to solicit grant funding from other orders of government.
 
The proposed request for support was brought forward at the February 14, 2012 Council Meeting. That motion was defeated based on the potential negative impact it may have on our current funding amounts under the Municipal Sustainability Initiative (MSI), Alberta Municipal Infrastructure Program (AMIP) and the Federal Gas Tax Fund.
 
At the February 21, 2012 Governance and Priorities Committee Meeting Alderman Dominic Mishio, City of Leduc representing the ACRWC presented the basis for their request and after some discourse acknowledged and agreed with Council's concern.
 
As a result the ACRWC has revised their request and proposed motion to state that Council supports their efforts provided they do not negatively affect their member municipalities' access to grants or funding allocations.
Administrative Position
Administration recommends that Council support the revised ACRWC request.
