Administration recommends that Council adopt the Storm Water Management Naturalization Policy C-PD08.
Purpose
The purpose of the Storm Water Management Facility Naturalization Policy C-PD 08 is to provide for a more environmentally, socially and economically beneficial method of establishing and managing storm water management facilities in Parkland County.
Summary
The naturalization of Storm Water Management Facilities has become the common and best management practice in Alberta for the past number of years. The practice has become part of the growing movement of municipalities and the development industry to create more "low impact developments". By adopting the Storm Water Management Facility Naturalization Policy C-PD08, Parkland County will become the latest municipality to employ a low impact development approach to stormwater management. It is a recognition that as development proceeds, natural systems which provide valuable anthropogenic water-related service are going to be negatively impacted. Therefore, measures should to be taken to compensate for those losses by incorporating well-established and proven beneficial management practices into new storm water facilities and related drainage courses to replace the services provided by lost natural systems. In addition to environmental benefits, naturalization of these facilities also increases the social and economic benefits to the municipality, residents and businesses located near the facility and the developer.
