Proposed Motions
1. That Bylaw 2015-29 be amended by deleting Schedule 1 and attaching new Schedule 1 (Attachment 2);
2. That Bylaw 2015-29 be amended by deleting Section 4 Subsection 12.12.13;
3. That Bylaw 2015-29 be amended by deleting Section 5 and renumbering Section 6 as Section 5;
4. That Bylaw 2015-29 receive second reading, as amended; and
5. That Bylaw 2015-29 receive third and final reading.

Administration Recommendation

Administration supports both the redistricting and the text amendments and recommends that Bylaw No. 2016-29 receive second and third reading.

Purpose
The proposed Land Use Bylaw amendment and redistricting is to provide opportunity for public input at the beginning of the process for the development of proposed resource extraction uses, in particular gravel extraction. In addition, the development permit process for natural resource extraction/processing operators would be streamlined. This Bylaw amendment would require proposed natural resource extraction/processing sites to be redistricted to RE (Resource Extraction) District prior to submitting a development permit application, and eliminate development permit renewal requirements.
Summary
Currently the only opportunity the public has to bring forward their concerns to the County regarding resource extraction applications is through the appeal process after a development permit decision has been made. Residents often express their dissatisfaction with the appeal process and are frustrated they cannot voice their concerns prior to a decision being made. This proposed Bylaw would facilitate public input at the beginning of the process through the redistricting application.

In addition, this Bylaw redistricts the approved existing subject sites to ensure consistent districting for all natural resource extraction/processing sites.
