Proposed amendments to the County's Municipal Development Plan (Bylaw No. 37-2007) re: Pt. E1/2 4-53-2 W5M (Bylaw No. 33-2010)

Recommendation

1. That Council give second reading to proposed Bylaw No. 33-2010, and

2. That Council direct Administration to refer the application to the Capital Region Board through the Regional Evaluation Framework for approval.

Body

Purpose

To amend Policy 3.15 within the Cluster Country Residential Section and Policy 10.25 within the Utilities Section for the consideration of an alternative servicing plan for water and sewer services, and to amend Policy 3.17(a-c) for the consideration of alternative Cluster Country Residential Criteria.

Summary

Proposed Bylaw 33-2010 was given first reading by Council on February 14, 2012.  The County has received an application to amend the Municipal Development Plan (MDP) to accommodate a proposed adult-oriented/senior assisted living Cluster Country Residential type development (Fawn Meadows).  The Municipal Development Plan amendments are proposed for implementation under the Cluster Country Residential District policies and are site specific in nature tailored to meet the development requirements of this project.  This amendment would permit smaller lot sizes and an increase in lot density for this project.  Currently, the MDP allows for a maximum lot density of 1.85 lots per hectare and the amendment is proposing to increase lot density to a maximum of 8.2 lots per hectare.        

Should Council give these additional amendments third reading, the Developer may then apply to the County's Municipal Planning Commission for the proposed communally serviced 256 unit bareland condominium development, associated improvements, and subdivision.

As of 3:30 p.m. Tuesday March 13, 2012, Administration had not received any correspondence from landowners or Alberta Transportation in regards to the Public Hearing.  Any correspondence received between 3:30 p.m...
