That Council approve $100,000 for the installation of Service Road Streetlights as part of the Highway 60 Twinning and Rail Grade Separation Project to be reimbursed by Alberta Transportation and Economic Corridors.

Administration supports the proposed motion, as it will facilitate the installation of streetlights along the Highway 60 service road as part of the Highway 60 Twinning and Rail Grade Separation Project.
Purpose
As the owner of the streetlights, the County will be invoiced for the streetlights, and Alberta Transportation and Economic Corridors (ATEC) will reimburse the County, as the streetlights are included in the scope of the Highway 60 Twinning and Rail Grade Separation Project.
Summary
The province is nearing completion of the design phase for the Highway 60 Twinning and Rail Grade Separation Project, located between Highway 16 and Highway 16A. As part of this project, a few existing access points along Highway 60 will be removed. A service road will be constructed to maintain connectivity for properties that will lose direct access to Highway 60 (please refer to the attached drawing for details).
The service road will be built to County Standards and will include streetlights. Upon completion of the construction project, ownership and responsibility for the service road will be transferred from the Province to the County.
Fortis has requested that Parkland County initiate and fund the streetlight installation process, as the County will ultimately assume ownership of the infrastructure. By formally requesting and paying for the installation, Parkland County ensures that the infrastructure is directly associated with and secured under its ownership. This approach helps prevent future confusion and eliminates the need for infrastructure transfers between the three involved parties—Parkland County, ATEC, and Fortis.
