That Council approve an additional $100,000 of funding through Water and Wastewater Restricted Surplus to support the detailed design for the Entwistle Watermain and Wastewater Crossings of Highway 16.

Purpose
Additional funding is requested to finalize detailed design activities for the Entwistle Watermain and Wastewater Crossings of Highway 16 in 2025.
Summary
The initial design budget for the watermain and wastewater highway crossings was $110,000. This enabled the team to procure an engineering consultant to complete preliminary design only, at a cost of $44,000. The pricing to complete all phases of design (preliminary plus detailed design), is estimated to cost $210,000.
During preliminary design phase, several complex operations have been identified, particularly drilling new pipelines under Highway 16 and CN Rail. While multiple approaches for this work exist, we plan to engage specialized consulting support to ensure the complexities and potential risks are thoroughly evaluated and addressed. Errors and/or oversights for this project will be very costly and therefore have high risk.
When the project goes to tender, contractor pricing will reflect their understanding of the deliverables and the identified risks. With comprehensive risk identification and mitigation strategies in place, overall project costs are expected to be lower.
The anticipated budget to construct in 2026 is $2,125,000. This will be updated with completion of design activities and will be submitted for approval during 2026 Budget deliberations.
