Title

Council Authority for Subdivision and Development Permit Approvals

Proposed Motion

That Council consider and approve all subdivision and development applications that conflict, require unusual variances, or have discrepancies between the County's statutory documents: Municipal Development Plan, Area Structure Plans, Land Use Bylaw, and Edmonton Metropolitan Regional Growth Plan.

Body

Administration Recommendation

Administration supports Council's discussion on the proposed motion.

Purpose

At the December 12, 2023 Council meeting, Councillor Kowalski presented a Notice of Motion that all subdivision and development permits that conflict, require unusual variances or have discrepancies between statutory documents, i.e., the Municipal Development Plan (MDP), Area Structure Plans (ASP), Land Use Bylaw (LUB), and Edmonton Metropolitan Regional Growth Plan (EMRGP), must come to Council for review and approval.

Summary

The proposed motion and purpose is to limit the exposure of administration in granting permits, etc. that are not in compliance with the existing MDP and LUB. This would add an additional level of review and oversight in the interim while these statutory documents proceed through the update and approval process, which is currently underway.
