1.  That Bylaw No. 2014-29 receive second reading.

2.  That Administration be directed to forward proposed Bylaw No. 2014-29 to the Capital Region Board for its referral process.

Administration Recommendation(s)

Administration supports the adoption of Bylaw 2014-29.  The Acheson Industrial Area Structure Plan (ASP) will provide certainty as to how and when the Acheson area will develop in the future. The Bylaw proposes an orderly and efficient development pattern that highlights the importance of Acheson as an employment centre in the Capital Region, while balancing the needs of adjacent municipalities and stakeholders. Adoption of the Acheson Industrial ASP Bylaw No. 2014-29 will replace the existing Acheson Industrial Area Structure Plan Bylaw No. 20-97 and amendments thereto (includes Bylaw No. 45-2000, Bylaw No. 47-01, Bylaw No. 11-2009, and Bylaw No. 37-2011).  

Purpose

Council has directed Administration to update the Acheson Industrial ASP.

Summary

In February 2013, the update to the Acheson Industrial ASP Bylaw 20-97 was rejected by the Capital Region Board (CRB).  In May 2014, Council directed Administration to meet with representatives from the City of Edmonton and the City of Spruce Grove to address their outstanding concerns with the updated (draft) ASP.  Between May and September 2014, Administration met with the City of Edmonton and Spruce Grove to address their concerns and identify potential changes to the draft ASP.  Through a series of six (6) facilitated sessions, Administration, along with staff from both the City of Edmonton and City of Spruce Grove, identified several changes to the Draft ASP.  In August 2014, Administration undertook several changes to the ASP.  Significant changes in the updated Draft ASP include:
