Purpose
To formally acknowledge that Parkland County and Leduc County have mutually determined and agreed not to create an Intermunicipal Collaboration Framework between them.
Summary
Intermunicipal Collaboration Frameworks (ICFs) are formal agreements between neighbouring municipalities designed to ensure coordinated delivery of shared services and infrastructure.
Parkland County and Leduc County have met to review all existing agreements between them and have mutually determined and agreed that they do not require an Intermunicipal Collaboration Framework, as intermunicipal services have been and will continue to be adequately provided by other means.
Background
Previously, Parkland County and Leduc County were not required to create a framework between them as they were both members of the same growth management board - the Edmonton Metropolitan Region Board (EMRB).
Section 708.28(1) of the Municipal Government Act (MGA) requires all municipalities with common boundaries to create a framework unless they are members of the same growth management board.
On March 31, 2025 the Government of Alberta repealed the EMRB Regulation (Alberta Regulation 189/2017), effectively dissolving the growth management board.
The MGA, section 708.28 (1.1) permits municipal districts (counties) with common boundaries to be exempt from creating a framework if both municipal districts determine and agree that they do not require one.
On August 19, 2025, Parkland County and Leduc County administration met to review all of their existing agreements and mutually determined and agreed that intermunicipal services have been and will continue to be adequately provided by other means. The par...
