To obtain Parkland County support for the Jackfish Lake Management Association's application to Alberta Environment and Parks.
Summary
On June 21, 2016 the Jackfish Lake Management Association (JLMA) made a presentation to the Committee of the Whole and were seeking a motion from Parkland County to authorize their application to the Alberta Environment and Parks (AEP) for a temporary diversion license which would enable the Association the ability to divert water from the North Saskatchewan River to Jackfish Lake in an effort to revitalize and restore the water conditions as it was years ago.
Following the presentation, the Committee expressed concerns regarding their authorization to approve the project and any potential liability in providing that authorization.
As a result, Administration contacted AEP to better understand the concerns expressed by the Committee. AEP responded stating "Respecting any Alberta Environment and Parks (AEP) approvals and license, the named approval holder has accountability/liability to undertake and operate the works in compliance with the terms of their approval. Thus, if the County does not hold the AEP approval, the County will not be liable to fulfill the approval requirements." AEP also stated that County support for the project is required to ensure they are not opposed to the project and to help AEP avoid any issues that may arise during the application and approval process.
