That Council approve the Terms of Reference for the Council Compensation Committee, as presented.

Purpose

The Terms of Reference outlines the purpose, composition, and expectations of the Council Compensation Committee.  An approved Terms of Reference is required before advertising for public members, selecting members, conducting meetings, and bringing forward recommendations to Council.

 

Summary

As in previous years, Council has requested that their remuneration be reviewed by a committee comprised of public members.  Accordingly, a Terms of Reference is presented to Council for their approval, so a committee can be formed, and the review process can begin and end within certain timelines. 

 

Strategic Plan/Policy/Legal/Staff Implications

Council's Strategic Plan core value of responsibility commits to continuous improvement using open and transparent conduct that provide quality service to residents and clients through efficient and effective practices.  By using a public committee to review Council compensation, there is openness with regards to how members of Council are paid for their four-year term to serve the County and its residents.  One administrative staff person from Legislative and Administrative Services is expected to attend each committee meeting.

 

Any Compensation Committee recommendations that are adopted by Council are historically effective subsequent to the next municipal election.  The next municipal election is scheduled to be held on October 16, 2017.
