Intermunicipal Development Plan (IDP) Project Update

Proposed Motion
That the Intermunicipal Development Plan Project Update be received for information, as presented.

Administration Recommendation
Administration supports the proposed motion as presented.

Purpose
To provide the Governance and Priorities Committee with an update on the IDP Project and provide the opportunity to gather feedback on how administration can best support the Committee throughout the process.

Summary
The IDP Project supports regional collaboration and coordinated land use development. The goals of the IDP Project are:
1. Updating the IDPs to align with statutory planning documents;
2. Meet the requirements of the Municipal Government Act (MGA); and
3. Align the IDPs with services described in the Intermunicipal Collaboration Frameworks (ICF).

Two separate analyses have been completed to support the prioritization of IDPs to be updated, newly created, and potential exemptions to be requested.These analyses compared policies from existing IDPs to the policies of the MDP to assess overall alignment, and also reviewed each individual IDP policy to assess their clarity, implementation, relevance, clarity, collaboration, equity, and impact levels.

To determine the completion timeline of IDPs, factors contributing to the strategic importance of the project, as well as the overall need, readiness, and ease of implementation were assessed. The following strategy/prioritization level was identified:
1. High Priority - IDPs with Provincially mandated deadlines and complex land use interface
2. Medium Priority - IDPs with Provincially mandated deadlines and more consistent land use interface
3. Low Priority - Municipalities with existing IDPs in place
