That Council approve up to $22,800 from the Recreation Facilities Restricted Surplus for the City of Spruce Grove's 2015 Capital Cost Share Request, for the Agrena, as presented.

Administration believes that these upgrades are necessary for the effective and efficient long term maintenace and upkeep of the facility.
Purpose
Under the terms of the recreation cost share agreement with the City of Spruce Grove, Council may, at its discretion, cost share on capital items at the Agrena.
Summary
The City of Spruce Grove submitted a capital cost share request for two projects that are anticipated to take place in 2015, and are requesting 24% of the costs be covered by Parkland County based on recent usage rates by Parkland County residents at the facility. The 2015 capital projects include:
Replacement of main lighting in the Stu Barnes Arena:
This project includes removal of the existing metal halide lighting system and replacing them with T-5 High-Output Fluorescent Lighting System. Similar to the project completed in the Grant Fuhr Arena previously, this will improve the quality of light omitted over the ice surface in a more energy efficient manner.
Total Cost: $75,000
County Share (24%): $18,000
Replacement of the roof on the ice plant room:
As part of the facility's lifecycle management plan, the intent is to upgrade of a small section of the Agrena roof. A Four-Ply Built-Up Roof System will be applied and is identical to that which was used on the Stu Barnes a few years ago. The warranty period is for fifteen (15) years.
Total Cost: $20,000
