That Council authorize Administration to negotiate a contract for the provision of identified Safety Code inspection services with "Superior Safety Codes Inc." commencing April 2, 2012 with a termination date of March 31, 2015, including an option to mutually renew for an additional year at the discretion of County Administration.

Administration Recommendation(s)
- Administration supports the awarding of a new contract to its current Safety Codes Inspection Services contractor (Superior Safety Codes Inc.) commencing April 2, 2012.
- If Council desired an alternate contractor then Administration would recommend the Inspections Group inc, however this proposal would increase County service costs.
- Administration is unable to recommend the third respondent to the RFP (Capital Compliance Corp) because that proposal was deficient.
Purpose
Administration seeks a Council Motion in order to finalize preparation, and award of contract, for the provision of this contracted service.
Summary
Parkland County Sustainable Development Services division utilizes a contracted private Safety Codes provider for the provision of inspection services for all Plumbing, Gas, Electrical, and Private Sewage Disposal Safety Code Permits. The County's current private contractor is Superior Safety Codes Inc. and they have provided this service to the County from April 1, 2009 to date. This current contract will expire on April 1, 2012.
On January 19, 2012 Parkland County Administration issued RFP# P120104PD for the provision of safety code inspection services for the plumbing, gas, electrical, and private sewer system disciplines (copt attached). This RFP closed on February 9, 2012 and 3 respondents were considered by Administration. They were: Superior Safety Codes Inc.; the Inspections Group Inc., and Capital Compliance Corp.
