Pilot Project Allowing Chickens on Smaller Residential Parcels

Proposed Motion
That the Governance and Priorities Committee recommend to Council to approve the Pilot Project for the term June 2015 through July 2016 allowing residents on residential parcels less than 2 acres in size to own chickens.

Administration Recommendation
Administration is of the opinion that a Pilot Project should be initiated which would allow residents to own chickens on residential parcels less than 2 acres in size. The rationale for this request is fully described in the attached report.

Purpose
In direct response to feedback obtained during public consultations during 2014, Administration would like to initiate a one year Pilot Project allowing chickens on smaller residential properties and will subsequently report any findings to Council for consideration.

Summary
The Parkland County Animal Control Bylaw permits residents to have chickens on residential properties over 2 acres. A one year pilot project would address public requests to extend the ownership of chickens on smaller residential properties. Monitoring and evaluation of the Pilot Project would be ongoing during the one year term. All complaints would be recorded and form part of a formal report which would be prepared and presented to Council at the conclusion of the Pilot Program. Should the results of the Pilot Program reveal that there are no significant concerns or issues associated with allowing chickens on smaller residential parcels, Administration will put forward a recommendation to Council.
