Highvale End Land Use Area Structure Plan project update

 

Proposed Motion

That the project update for the Highvale End Land Use Area Structure Plan be accepted as information.

 

Body

Purpose

To provide an update on the Highvale End Land Use Area Structure Plan to Council.

 

Summary

In May 2015, Parkland County began work on updating the Highvale End Land Use Area Structure Plan (ASP) Bylaw 28-97. The County, in partnership with TransAlta Generation Partnership, retained ISL Engineering and Land Services to update the plan. Additional project information is found in Attachment 1.

 

The updated Highvale End Land Use ASP will provide the County with future land use concept for the study area. The updated ASP will also provide updated transportation and recreation policies, and policies to support the Hamlet of Keephills.

 

Strategic Plan/Policy/Legal/Staff Implications

Mine reclamation must follow the Alberta Energy Regulator (AER) reclamation plan for the Highvale mine site. This includes regulating how mine infrastructure will be removed and soils replaced, and how site drainage will be re-established. The ASP will also align with the Capital Region Board Growth Plan, and the County's Municipal Development Plan and Land Use Bylaw.

Amendments to both the Municipal Development Plan and Land Use Bylaw may be required once the area structure plan has been approved by Council.
