Highvale End Land Use Area Structure Plan (Bylaw 2016-12)

 

Proposed Motion(s)

1.  That Bylaw 2016-12 be amended by adding an Executive Summary to the Area Structure Plan.

Administration Recommendation(s)

Administration supports the adoption of Bylaw 2016-12 (Highvale End Land Use Area Structure Plan), as amended. Adoption of Bylaw 2016-12 will replace the existing Highvale End Land Use Area Structure Plan Bylaw 28-97.

Purpose

Council has directed Administration to update the Highvale End Land Use Area Structure Plan.

Summary

In May 2015, Parkland County began work on updating the Highvale End Land Use Area Structure Plan (ASP) Bylaw 28-97. The ASP update will align plan policies and mapping with current (approved) Alberta Energy Regulator reclamation plans for the HIghvale area, and will also ensure consistency with current municipal statutory plans. The updated ASP will also provide the County with an updated future land use concept for the plan area, updated transportation and recreation policies, policies to protect the environment, and policies to support the Hamlet of Keephills.

 

At First Reading on May 24, 2016, Council requested an Executive Summary be added to the Area Structure Plan.

Strategic Plan/Policy/Legal/Staff Implications

Bylaw 2016-12, as amended, conforms to the strategic priorities outlined in Strategic Plan 2016-2020.  Once approved, Bylaw 2016-12 will require amendments to Municipal Development Plan Bylaw 37-2007 to ensure conformity between both statutory plans.
