Administration is in support of the motion as presented.

Purpose
The Committee of the Whole requested an update on the status of the Highvale End Land Use Area Structure Plan (Bylaw 2016-12).

Summary
On July 12, 2016, Council recessed the public hearing for the draft Highvale End Land Use Area Structure Plan (Bylaw 2016-12) and requested changes to several sections of the draft ASP.

Administration met with the Highvale ASP Steering Committee on August 2, 2016 to address Steering Committee and Council's concerns with the proposed Plan. The Committee and Administration undertook changes in four general areas:

1. ensuring opportunities for multi-parcel country residential development in the plan area;
2. revising and removing unnecessary agricultural policies;
3. removing regulatory language when policies are already addressed in the Land Use Bylaw; and
4. revising the future transportation network for the Plan area to allow more east - west connections.

The Steering Committee and Administration also undertook a "section by section" review of the ASP to ensure issues raised at the July 12, 2016 Public Hearing have been addressed. Administration will undertake a final meeting with Steering Committee members in August 2016 to confirm the proposed changes to the revised ASP prior to reconvening the public hearing and requesting final readings to the ASP bylaw on September 27.

Strategic Plan/Policy/Legal/Staff Implications (As Required)
Approval of the revised Highvale End Land Use Area Structure Plan (Bylaw 2016-12) will require amendments to Municipal Development Plan (MDP) Bylaw No. 37-2007, and Land Use Bylaw (LUB) No. 20-2009. Administration intends to bring forward amendments to the MDP and LUB in late 2016 / early 2017.
