Purpose
The Committee of the Whole has requested an information update on the progress of preparing a new Municipal Development Plan for the County.
Summary
On March 8, 2016, Council approved the updated project workplan for the preparation of a new Municipal Development Plan (MDP). The project workplan identified the completion of a Technical Growth Study as a critical element to completing the new MDP. The majority of work on the Growth Study will occur in 2016 and inform the new MDP which will be prepared by the end of 2017.
Council previously approved the revised MDP Community Vision on March 8, 2016, and Community Pillars on April 26, 2016. Findings from the Growth Study will inform the final growth concept used in the new MDP and guide the preparation of new MDP policies.
Growth Study
The Growth Study will be completed in four phases:
Phase 1 - Background Analysis
Phase 2 - Growth Considerations and Assumptions
Phase 3 - Growth Options and Analysis
Phase 4 - Preferred Growth Options
The consultant is currently completing phases 1 and 2 of the Growth Study. A Council workshop has been scheduled by Administration for September 13, 2016 to seek Council input on phase 1 and 2 findings to date.
Strategic Plan/Policy/Legal/Staff Implications
Findings from the completed Growth Study will inform the final preparation of a new MDP for Parkland County in 2017. Approval of a new MDP will require Capital Region Board approval in 2017 prior to Council final approval. Approval of a new County MDP in 2017 will support updates to the Land Use Bylaw to be undertaken in 2018.
