Purpose

The Committee of the Whole requested an update on the status of the Wabamun Sub-Watershed Land Use Plan project.

 

Summary

The Wabamun Sub-Watershed Land Use Plan project will be completed in four phases:

 

Phase 1 - Technical Report
Phase 2-  Preparation of Wabamun Sub-Watershed Land Use Plan

Phase 3 - Action Plan

Phase 4 - Lake Toolkit

Council was provided with a copy of the draft Sub-Watershed Land Use Plan (phase 2) and a preliminary Action Plan (phase 3) in July 2016. Administration also met with the Chief Administrative Officers from the Village of Wabamun and lake summer villages in July 2016  to seek feedback on phase 2 and 3. The draft Sub-Watershed Land Use Plan and proposed Action Plan items will also be presented to project stakeholders and residents at two public open houses (August 23 and September 8).

Stakeholder and resident feedback will be incorporated into the draft Sub-Watershed Land Use Plan and Action Plan in September 2016. The revised Sub-Watershed Land Use Plan and Action Plan will be reviewed with Council at a workshop in October 2016. Council will be presented the final draft Sub-Watershed Land Use Plan and Action Plan in November 2016. All project deliverables will be presented to Council for final review and acceptance in November 2016.

 

 

Strategic Plan/Policy/Legal/Staff Implications

Findings from the Wabamun Sub-Watershed Land Use Plan will require amendments to Municipal Development Plan (MDP) Bylaw No. 37-2007 and Land Use (LUB) Bylaw 20-2009.  Administration anticipates to incorporate the MDP amendments as part of the preparation of a new County MDP in 2017.

 

The Wabamun Sub-Watershed Land Use Plan will inform the preparation of future high level management plans being completed by the Government of Alberta for Lake Wabamun.
