Proposed Motions
1. That Council authorize Administration to execute the Transit Bus Service Agreement between City of Edmonton, City of Spruce Grove, and Parkland County for the period of November 1, 2016 to December 31, 2017.

2. That Council authorize Administration to revise Schedules A and B of the Regional Transit Service Cost and Revenue Sharing Agreement between City of Spruce Grove and Parkland County.

Purpose
Acheson Transit Service Phase Two operates under a separate agreement with the City of Edmonton than Phase One. Implementation of Phase Two requires a revision to the Schedules A and B of the Cost and Revenue Sharing Agreement between the City of Spruce Grove and Parkland County.

Summary
In order to proceed with implantation of Acheson Transit Service Phase Two, a new agreement must be signed between City of Edmonton, City of Spruce Grove, and Parkland County for the period of November 1, 2016 to December 31, 2017. This agreement includes a new route between Edmonton, Acheson and Spruce Grove and will be delivered by Spruce Grove owned vehicles. Route 562 serves Spruce Grove, Acheson Zone 3, West Edmonton Mall, and University of Alberta South Campus. The service begins on February 13, 2017 and the agreement began on November 1, 2016 in order to accommodate the delivery of the Spruce Grove buses. The agreement is Attachment No. 1.

The estimated cost of the service in Phase Two is $200,000 which will be recovered through the Public Transportation Utility Fee and ridership revenue.

The Cost and Revenue Sharing Agreement (Attachment No. 2) between Spruce Grove and Parkland County outlines what portion of the service Parkland County pays for and how to share the ridership revenue generated.
