Administration supports the recommendations.

 

Purpose

Bylaw 2016-28 establishes fees and charges for Parkland County, effective January 1, 2017, and provides a consistent approach regarding all fees.

 

Summary

Administration suggests that all the fees and charges be approved by bylaw to provide a consistent approach and eliminate distinguishing between fees that can be imposed by resolution, and those fees that must be imposed by bylaw.

 

Strategic Plan/Policy/Legal/Staff Implications

MGA s. 8(c) requires that fees for permits, licences and approvals must be established by bylaw.  MGA s. 191 provides that the amendment or repeal of a bylaw must be made in the same way as the original bylaw.
