Purpose

To provide the Committee of the Whole with an update on the Municipal Development Plan project timelines.

 

Summary

Administration last presented a Committee of the Whole update on the Municipal Development Plan (MDP) on September 6, 2016. Since then, Administration has retained B&A Planning to prepare the draft MDP. The consultant is the same consultant preparing the Technical Growth Study.  The Consultant (B&A Planning) is currently in the process of preparing a draft MDP (text document). Administration is also finalizing a contract with the consultant to complete MDP public engagement activities.

 

Project Timelines
The MDP is being prepared under very tight timelines. Both the MDP and Technical Growth Study are being completed simultaneously since Growth Study findings directly inform policies in the MDP. Administration intends to have a draft MDP completed by early July 2017.

Strategic Plan/Policy/Legal/Staff Implications:
Muncipal Government Act

Pursuant to Part 17, Section 632 of the Municipal Government Act, R.S.A, 2000, c.M-26, Council is required to adopt a MDP for the County. The new MDP, once adopted, will replace existing MDP Bylaw No. 37-2007.

Capital Region Board

The draft MDP will be referred to the Capital Region Board for approval once the public hearing on the MDP has been closed. Capital Region Board approval is required prior to third and final reading of the MDP by Parkland County Council.

 

Completion of the MDP has been identified as a Strategic Priority for the County in 2017.
