Purpose

To set the utility charge rate to offset the cost of transit service in Acheson Industrial Area.

Summary

The Public Transportation Utility Bylaw 2017-08 is used to collect utility charges from Serviced Lots in Acheson Industrial Area. The charges collected will offset the net cost to deliver transit service. The transit service includes two commuter routes from Edmonton and a shuttle service within Acheson. The estimated cost to deliver the transit service in 2017 is $536,500 and the 2016 shortfall was approximately $25,000. The estimated fare revenue for 2017 is $30,000. The utility charge will collect $531,500 and is set at $0.29372 for each $1,000 of Assessed Value of the Serviced Lots. The Serviced Lots are identified in Schedule A of Bylaw 2017-08.

This bylaw allows transit service costs to be recovered through fares and utility charges with no financial impact to the County budget.

Strategic Plan/Policy/Legal/Staff Implications:

This Bylaw is in alignment with Council Policy C-EN19 Public Transit Service.

Financial Impact:

Cost: $536,500 (2017) + $25,000 (2016) = $561,500

Funding: Fares and utility charges
