Bylaw 2017-05 - Land Use Bylaw Amendment to Add New Agricultural Industry Development (AGI) District

Administration supports the proposed motions.

 

Purpose

To amend Land Use Bylaw 2009-20 to add new Section 4.4 “AGI - Agricultural Industry Development District” as a land use district.

 

Summary

Currently, our Land Use Bylaw generally allows industrial developments to establish within certain areas within the County, such as Acheson Industrial Area. However, some industrial sectors prefer to be located in rural agricultural areas, as they require resources that are often more readily accessible in such areas, including (but not limited to) agricultural raw materials, biomass from forestry industry, and abundant landmass for alternative energy production.

 

Therefore, Administration is proposing to amend the Land Use Bylaw to create a new land use district, including a new use table and regulations, that accommodates developments related to value-added agricultural, biofuel, and other alternative energy production in rural agricultural areas of Parkland County.

 

Strategic Plan/Policy/Legal/Staff Implications:

The proposed amendment is consistent with goals of the Municipal Development Plan No. 37-2007. No amendment to the Municipal Development Plan or any Area Structure Plans is required to add this new district to the Land Use Bylaw.
