Title
Development Authority Bylaw 2017-13
Proposed Motions
1. That Bylaw 2017-13 receive third and final reading.
Body
Administration Recommendation
Administration recommends approval of the Development Authority Bylaw.
Purpose
This bylaw establishes the County’s Development Approving Authority in accordance with Section 624 of the Municipal Government Act (MGA).
Summary
Council must by bylaw provide for a development authority, in accordance with Section 624 of the MGA. By establishing a Development Authority Bylaw, Council is clearly designating the authority for such approvals while providing a clear framework for such approvals.
Currently the Municipal Planning Commission (MPC) Bylaw designates the County’s Development Authority. Council approved a new Committee structure and has appointed members to the new Committees. The Municipal Planning Commission is not part of that new Committee structure.
Should Council repeal MPC Bylaw 2017-15, a bylaw ensuring the ongoing provision of a development authority is required.
Strategic Plan/Policy/Legal/Staff Implications:
The proposed bylaw complies with Section 624 of the Municipal Government Act and supports Council's strategic goal of Governance.
