Proposed Motion
That Administration develop a report which recommends a framework to consolidate, evaluate and prioritize the proposed parks, recreation and culture capital needs identified in the following plans for Council's consideration:
· Parks, Recreation and Culture Master Plan
· Tri-Municipal Indoor Recreation Facility Strategy
· Wabamun Arena Assessment
· River Valley Plan of Action
· North Saskatchewan River Valley and Ravine Proposed Park
· Cost Share Municipality Parks, Recreation and Culture Plans
· Future Considerations/Opportunities

Administration supports the proposed motion.

Purpose
To obtain Council’s support and direction to bring back a framework that complies, evaluates and prioritizes the capital needs in one report.

Summary
The Tri Municipal Indoor Recreation Facility Strategy was presented to Council on August 22, 2017 at which time the report was received for information. A motion was made by Administration to enter into discussions with our partner municipalities to develop an Implementation Plan for Council’s consideration. This motion was not supported by Council.

Concerns were raised about the Indoor Facility Strategy and the need for further information in a number of areas, as well as additional stakeholder involvement before moving forward with any implementation discussions. In addition there are a number of planning initiatives that have occurred that identify potential Parks, Recreation and Culture capital needs that also need to be considered.

Administration is seeking Council’s support and direction to bring back a framework that complies, evaluates and prioritizes the capital needs in one report.
