Purpose

To present the final draft of the High Level Bank Stability Review Report to Council for information.

 

Summary

Parkland County contracted Thurber Engineering to complete the High Level Bank Stability Review in 2017.  In general the slopes within the study area appear to be marginally stable to stable in condition.

The report identified four locations of historic landslides; one of these locations, on the west side of 55 Street, has also experienced fairly recent or continuing landslide activity. None of the landslides appear to pose an imminent risk to existing development or infrastructure.

The report has a number of recommendations including semi-annual visual monitoring at the recent landslide location, installation of erosion control measures at five concentrated overland flow locations, a repeat visual monitoring program along the entire study area every five years, and further detailed geotechnical investigation for any new development within 100m of the crest of the valley.

In accordance with Parkland County’s Land Use Bylaw 2017-18, a development permit application may be subject to a Slope Stability Assessment that reviews the suitability of the resulting development to the subject site and considers the effect on the resulting development on the stability of the slope, including potential mitigation measures for the site and proposed structure(s). Parkland County currently implements this practice and requires geotechnical investigations for proposed development along the Pembina River.
