Proposed Motion
1. That Council approve $187,060 to fund a temporary position for up to 18 months with funds received from Kinder Morgan (Restricted Surplus Account-Long Term Sustainability) to manage and report on progress of the TransMountain pipeline expansion project.

Purpose
To provide appropriate coverage and oversight of the TransMountain pipeline expansion project. This will ensure County assets are properly protected, that communication on project progression is kept current and there are adequate resources to appropriately manage questions and concerns for the duration of the project; which is anticipated to extend up to 18 months.
Summary
Kinder Morgan has advised Parkland County that they intend to advance forward with Segment 2 pipeline construction in 2018, as identified within the attached map. This portion of work extends from the City of Edmonton to Hinton, which includes the full length of Parkland County’s jurisdictional limits. Within Parkland County alone, there will be approximately 75 road right-of-way crossing locations, multiple property impacts and several areas that require project coordination and communication.
The construction activity will be funded and managed by Kinder Morgan or their associated project consultants and contractors. There will still be coordination efforts required from Parkland County staff. This includes reviewing and approving all necessary permits, internal and external communications on the project, verification of site remediation and reclamation as well as any development or building permits as appropriate.
Late in 2017, Parkland County issued many of the crossing permits and land access permits needed for the TransMountain project to proceed within the County. As part of issuing the permits, Parkland County received a payment of $327,000 from K...
