Proposed Motion
That Council postpone the presentation of the Off-Site Levy Annual Report and Updated Schedules, for Bylaw 2015-07, to the June 12, 2018 Council Meeting.

Purpose
To request additional time for the County's Off-site Levy Committee to review the draft annual report and recommendations from the consultant (CORVUS Business Advisors) and to complete further consultation with the Development Industry regarding the Off-Site Levy Annual Report and Updated Bylaw Schedules for 2018, as per Bylaw 2015-07.

Summary
As stipulated in Bylaw No. 2015-07 (Paragraph 11), Administration is to submit the Off-Site Levy Annual Report and updated Bylaw Schedules to Council on or before April 30th of each year. Administration requests that this date be tabled until June 12, 2018 to allow the Off-Site Levy Committee additional time to complete its final review and recommendation. The province adopted a number of legislative changes for off-site levies under the Modernized Municipal Government Act and supporting Off-site Levies Regulations. Parkland County retained the services of CORVUS to assist the County in the review of these recent changes as well as to complete the 2018 annual report and rates.

To date, Administration has received from CORVUS a DRAFT of the annual report and updated schedules, including rates, as per Bylaw 2015-07. Additional time by the Off-site Levy Committee is required to review the draft report and recommendations as well as to consult with the Development Industry.

Implications of delaying the submission of the annual report and updated Bylaw Schedules are that the 2018 off-site levy rates will not be adopted until June 12, 2018 which is after the normal timeline of April 30th.
